There is no singular factor that denotes this as a coin with altered surfaces (PCGS Genuine-94), yet someone familiar with the vast array of methods employed by coin doctors would guess that something is "not quite right" with the dull appearance of the obverse. A chemical treatment or residue of some unknown type may have been used to hide hairlines or minor surface flaws that are not immediately recognizable. This is probably a borderline AU-58/MS-62 coin without the alteration, and indeed, the reverse seems unaffected by whatever process took place on the obverse.
