Small pits and crevices scattered across each side seem to be about typical of environmental damage usually seen for the 1799 cent, and the PCGS "surface damage" disclaimer undoubtedly applies specifically to a couple of larger digs on Liberty's upper portrait, and a cleft in her upper ribbon. Surfaces exhibit the very dark coloration usually seen, with moderately spongy roughness that one expects of S-189. Fortunately, value of the coin is redeemed by excellent sharpness that should easily meet any standards for "Fine", including readily legible letters in LIBERTY and a strong date. The reverse is entirely legible as well, with USofA exceptionally strong. Even the fraction is bold, albeit with the "2" nailed by surface pits. (PCGS# 001443)
