Excessive brilliance and hairlines are consistent with a light wipe, and luckily, the effect is noticeable only at limited viewing angles, and not distracting enough to prevent certification. Interestingly, some additional parallel planchet striations align almost perfectly with the hairlines, but are as-struck. Mushy detail overall confirms a rather weak strike -- the reason the planchet striations remain.
