Fr# 1605. Clearly better than average, per the PMG "EPQ" notation, as the paper shows attractive brightness and vivid ink. The reverse is especially nice. The front shows a narrow top margin, but still seems decently centered. The scarcest and most desirable of the 1928 issues by far.
